Grades 5-8 - Non-Resident

School District 197 welcomes new students into our district at all grade levels. Follow the steps below to complete the enrollment process if you are not a resident of our district and are not currently enrolled in our schools. 

If you are a non-resident currently attending a District 197 elementary school, your open enrollment status will persist into middle school and we look forward to you continuing in our district. In the fall of 4th grade you will receive a letter indicating the middle school you have been assigned to for grades 5-8. If this is not the school you wish to attend, you must complete an online intra-district transfer request.

District 197 has two outstanding middle schools, Friendly Hills and Heritage E-STEM Magnet. Non-resident students who would like to attend a District 197 middle school may open enroll in the district and can attend whichever school they choose, space permitting. 

The best way to determine which school is right for your child is to visit the school and take a tour. Start by exploring each school's website (below) and contact the school to set up a visit at any time. School Showcase (open house) events for new families are offered each year in November.

2. Register for School

Complete an Open Enrollment form by paper (below) to apply to attend school in District 197. Mail form to School District 197, Attn: District Office - Superintendent, 1897 Delaware Avenue, Mendota Heights 55118.


    The official Open Enrollment form is provided by the Minnesota Department of Education (Statewide Enrollment Options form). Although that form allows you to select up to three choices of schools in order of preference, District 197 only allows you to select one preferred school choice at a time. If your request is not approved, it will be placed on a hold list and reviewed again during the next review period. If you choose to change your preferred choice to another school, you will need to submit a new request. By doing so, you will lose your current place in line with your previous request. At any point in the process, you may withdraw your request and register with your home school in your home attendance boundary.

    Open Enrollment Applications for the next school year will be acted on in January, February, April and June, then throughout the summer as they are received. Applications received for the current school year will be acted on immediately. Once you receive a notice that your Open Enrollment Application have been accepted, please work with your school’s secretary to complete the enrollment process using the following paper forms.

In Minnesota, a birth or hospital certificate must also be presented at registration to verify your child’s date of birth. A birth certificate may be obtained from the Northern Dakota County Service Center, 1 Mendota Road West Suite 130, West St. Paul (651-554-6600).
