Action Item – Approval of Agreement between School District 197 and the School District 197 Non-Affiliated Employees for the 2023-2025 Contract Years
Tye Michaels, Director of Human Resources, presented a tentative agreement between School District 197 and the School District 197 Non-Affiliated Employees for the 2023-2025 contract years. This group consists of approximately 100 employees. The agreement includes an increase in salary for both years of the contract as well as other items outlined below:
- Salary Schedule
- 3% - Year 1
- 3% - Year 2
- Holiday:
- The Juneteenth holiday was added for employees working 260 days
- HSA:
- $600 for each employee working 260 days (an increase of $100)
- $400 for each employee working less than 260 days (increase of $100)
- Life Insurance:
- $75,000 for each employee (increase of $25,000)
- TSA
- $2,100 (increase of $100)
- Insurance:
- Medical:
- All covered employees move to Open Access premium with 95% contribution to single and 80% contribution to two-party and family coverage effective 2024-25
- Medical:
- One Time Payment
- 1,000 payment prorated to FTE for active employees as of June 30, 2024

Action Item – Approval of Agreement between School District 197 and the School District 197 Classified Management Group for the 2023-2025 Contract Years
Tye Michaels, Director of Human Resources, presented a tentative agreement between School District 197 and the School District 197 Classified Management group for the 2023-2025 contract years. This group consists of approximately 30 employees. This group has been created in an effort to attract and retain middle level management staff. The group contains positions that require a greater degree of confidentiality, supervisor
and/or management skills. The agreement includes an increase in salary for both years of the contract as well as other items outlined below:
- Salary Schedule
- 3% - Year 1
- 3% - Year 2
- Performance Pay:
- 3% (1% increase)
- $2,500 Max ($1,000 increase)
- Vacation:
- 20 Days 1st year through 4th year of employment (an increase of 5 days)
- 25 days 5th year through 7th year of employment (increase of 5 days)
- Vacation Reimbursement:
- May request 5 days of vacation payout at the end of each fiscal year (added benefit)
- Holiday:
- The Juneteenth holiday was added for employees working 260 days
- Life Insurance
- $200,000 per employee (increase of $100,000)
- HSA:
- $700.00 per year for each employee who works 260 days per year (increase of $200)
- $500.00 per year for each employee who works 230 days per year (increase of $100)
- $300.00 per year for each employee who works 229 days or less per year
- TSA
- $2,300 (increase of $300)

Superintendent Olson-Skog presented a tentative agreement between School District 197 and the School District 197 District Directors for the 2023-2025 contract years. This group consists of approximately 9 employees. This agreement includes an increase in salary for both years of the contract as well as other items outlined below:
- Salary Schedule
- 3% - Year 1
- 3% - Year 2
- Holiday:
- The Juneteenth holiday was added for employees working 260 days
- Life Insurance
- $400,000 per employee (increase of $100,000)
- Dental
- The district will cover the premium
- HSA:
- $4,800 per year for each employee (Increase of $480)
- TSA
- $4,500 (increase of $300)
- Doctorate Stipend
- $4,000
- Insurance:

Tye Michaels, Director of Human Resources, presented a tentative agreement between School District 197 and the School District 197 Service Employees International Union, Local 284, Transportation, for the 2023-2025 contract years. This group consists of approximately 40 employees. The union has ratified this tentative agreement. This agreement includes an increase in salary for both years of the contract as well as other items outlined below:
- Salary Schedule
- 3% - Year 1
- 3% - Year 2
- Longevity increase of .15 for each year category
- Holiday:
- Dr. Martin Luther King Jr. day added
- Insurance:
- Medical:
- All covered employees move to Open Access premium with 95% contribution to single and 80% contribution to two-party and family coverage effective 2024-25

This group consists of approximately 40 employees. The union has ratified this tentative agreement. This agreement includes an increase in salary for both years of the contract as well as other items outlined below:

- 4% - Year 1

- Longevity increase of .05 for each year category

Summary of FY 23-24 Superintendent Evaluation
Board Director Byron Schwab presented a summary of the FY 23-24 Superintendent evaluation. The ISD 197 seven school board directors completed an annual evaluation of Superintendent Peter Olson-Skog in June of 2024. Preliminary results were reported and discussed with the Board and Superintendent during a closed session on June 17, 2024. The evaluation rubric consists of 5 Components. Each component has 3 to 5
competencies (a total of 21) that are rated Developing, Proficient, Accomplished, Distinguished or Not Demonstrated. Each competency can have 4 to 19 benchmarks (a total of 188). The board rated Dr. Olson-Skog Distinguished in all 5 Components: Purposeful Community, Managing Change, Focus of Leadership, Management and Superintendent and Board Relations.
Some highlighted strengths in the board's feedback for the superintendent included diverse communication strategies, strategic use of staff and resources, strong interpersonal skills, collaboration, and reflection. While the superintendent's goals for the upcoming year will be finalized this fall, areas Dr. Olson-Skog would like to focus on include literacy instruction, deepening of instructional leadership practices, and continue improvement in the focus areas established by the board in the strategic framework.
