Approval of an agreement between ISD 197 and the Service Employees International Union, Local No. 284, Paraprofessionals, for the 2023-2025 contract years, was added to the main agenda.

Action Item – Approval of Agreement between ISD 197 and the Minnesota Teamsters, Local No. 320, Administrative Assistants, for the 2023-2025 Contract Years
Tye Michaels, Director of Human Resources, presented a tentative agreement between ISD 197 and the Minnesota Teamsters, Local No. 320, Administrative Assistants, for the 2023-2025 contract years. The union, which has approximately 23 employees, has ratified this tentative agreement. This agreement includes:

  • Salary Schedule
    • Year 1: 3.35%
    • Year 2: 3%
  • Insurance:
    • Medical:
      •  All covered employees move to Open Access premium with 95% contribution to single nd 80% contribution to two-party and family coverage effective 2024-25
  • Longevity:
    • .30 increase to all levels effective July 1, 2024

In addition to the step increases, a one-time off-schedule prorated to FTE payment of $1,000 will be made for active staff who are contracted to work the full 2023-2024 school year. Other minor language changes were made. Administration recommended approval of the agreement.

The union, which has approximately 100 employees, has ratified this tentative agreement. This agreement includes:

  • Salary Schedule 
    •  Year 1: 3%
    •  Year 2: 3%
  • Insurance:
    • Medical:
      • All covered employees will have mirrored language to the Teachers Contract, Article VIII, Group Insurance
      •  District contribution will be prorated based on the following breakdown:
        • 20-24 (hours per week) = 62%
        • 25-29 (hours per week)  = 80%
        • 30-34 (hours per week)  = 92%
        • 35-40 (hours per week) = 100%
  • Longevity 
    •  .30 increase on all levels beginning on July 1, 2024

Other minor language changes were made. Administration recommended approval of the agreement.

K-12 Mathematics Curriculum Review
Cari Jo Drewitz, Director of Curriculum, Instruction and Assessment, Katie Shetka, Elementary Curriculum and Gifted and Talented Coordinator, and Miles Lawson, Secondary Curriculum and Gifted and Talented Coordinator, presented an update on the K-12 Mathematics curriculum review. The review team included a representative K-12 group of teachers and building and district administrators. The team was divided into two groups: K-8 review team and high school review team.

Throughout the year, the K-8 review team established their knowledge on standards, curriculum alignment and assessment. They developed their rubric, reviewed 15 programs and identified their top choices by grade level. In May, they finalized their selections based on the rubric scores and discussions. The following programs have been selected for product exploration in the fall: iReady (elementary); Reveal (elementary); Into Math (middle school); and Big Ideas (middle school and elementary). The high school review team reviewed the Year 1 work and identified key areas for improvement. They analyzed the differences between the 2007 and 2021 standards and the impact resources. They created additional pathways to Pre-Calculus and developed new approaches to supporting students in Intermediate Algebra.

There are legislative updates to consider. New math standards include computer science concepts across grade levels. This overlap could impact how and who teaches computer science in schools. Additionally, personal finance legislative requiring graduation credit was recently passed. This legislation could impact how and where personal finance is taught.

Next steps include:

  • At the elementary level (K-4) - product exploration for at least two programs, arrive at consensus on which program to recommend for implementation, improve use and understanding of assessment resources, and develop an implementation plan.
  • At the middle level (5-8) - product exploration for at least two programs, arrive at consensus on which program to recommend for implementation, continue to track legislative requirements, develop an implementation plan, smoothen instructional differences in the transition between grade 8 and 9, and professional development as needed.

K-12 Social Studies Curriculum Review
Cari Jo Drewitz, Director of Curriculum, Instruction and Assessment, Katie Shetka, Elementary Curriculum and Gifted and Talented Coordinator, and Miles Lawson, Secondary Curriculum and Gifted and Talented Coordinator, presented an update on the K-12 Social Studies review. At the October 23, 2023 board meeting, an update was presented on this area and next steps were shared. As a result of the final stage of the review, the middle and high school committees presented their final recommendations for instructional resources. At the middle school level, they are McGraw Hill (Gr5), Northern Lights (Gr6) and Houghton Mifflin (Gr7-8). At the high school level, they are McGraw Hill (US, World History) and Savvas (Geo/Ethnic, Economics).

Next steps include:

  • At the middle level, continue to refine common scope and sequence, development of common assessments, implementation of new social studies standards, implementation of any required legislative changes passed in the spring of 2023, professional development as needed; and continue to refine instructional plans for federally required holidays.
  • At the high school level, implementation of full year of Geography and Ethnic Studies course, re- implementation of Government course in grade 12 for the fall of 2024, conversion from AP to concurrent enrollment (in Macro and Microeconomics, US History and Psychology), continue to refine common scope and sequence, develop common assessments, implement the new social studies standards, implement any required legislative changes, professional development as needed, and continue to refine instructional plans for federally required holidays.

Alternative Teacher Professional Pay System Annual Report
Cari Jo Drewitz, Director of Curriculum, Instruction and Assessment, presented the Alternative TeacherProfessional Pay System (ATPPS) annual report. Under Minnesota Statute, section 122A.414, subdivision 3(a), participating programs must report on the implementation and effectiveness of ATPPS and include a summary of findings and recommendations. The report has four components: teacher evaluation; collaborative teams; new teacher mentors; and performance pay. The data to complete the report was collected through online surveys, conversations with Instructional Peer Coaches, and data from the Summative Assessment meetings. School districts are also required to submit any plan changes to the Minnesota Department of Education (MDE)
by August 31, 2024. There are no plan changes that need to be submitted for the 2024-2025 school year.


Review of School Board Director Stipends
Chair Sarah Larsen presented information on the School Board stipends. School District 197 is one of nine members in the ISD 917 collaborative school district. As a service, 917 gathers School Board salary information from each of the member districts. This information is reviewed annually. The last increase to stipends was in 2022 and included a $375 increase for directors (to $5,100 annually) and a $550 increase for the chair (to $5,800 annually). Board members asked if directors could include reimbursements for expenses like transportation to and from meetings, child care during meetings, and general work schedule reimbursements. This may help to attract candidates when there are openings on the School Board. Superintendent Olson-Skog will check into this further and report back to the board. This will be brought back to the board at their August 5, 2024 meeting.
