Cell Phone Policy and School Protocols
Legislation from the 2024 Minnesota State Legislative session requires all school districts to adopt a policy on student cell phone use. In line with this, School District 197's Policy 524 directs our administration to establish rules and procedures that minimize the impact of cell phones on student behavior, mental health, and academic achievement. To best support our students, these rules are tailored to specific school buildings and grade levels.

Bus and Transportation Services
Transportation Eligibility Based on Distance from School
- Elementary school students (grades K-4) who live more than 0.75 miles from school
- Middle school students (grades 5-8) who live more than one mile from school
- High school students (grades 9-12) who live two miles or more from school
Transportation may be available for students who do not live in School District 197, but attend one of its schools. On a space-available basis, non-resident students may use an existing stop on an established bus route (the stop location could be a mile or more inside our district boundary). No rerouting of the bus will be provided. There must be an open available seat on the bus to transport all students safely. Any available seats will be assigned to registered non-resident students in the order the registration was received. It is the parent/guardian’s responsibility to provide for their student’s safety while traveling to and from their assigned bus stop.
All students in grades K-12 eligible for independent drop off will be dropped off at their stop location whether or not a parent/guardian is present.
For 2025-26, School District 197 is again offering its fee-based transportation option to all students in grades K-12 who live within district walk boundaries. Students may still walk to school, however, now they have a choice to ride a bus for the full school year or seasonally (November 15-April 15) for a fee.
- Full Year = $235 per year, per student
- Seasonal = $117 per year, per student
- Family cap = $470
Families eligible for educational benefits (formerly free or reduced-price lunch) can request this service and receive a 50% fee waiver:
- Full Year = $117 per year, per student
- Seasonal = $58 per year, per student
- Family cap = $235
Bus Registration for K-12
All previously registered students in all grade levels will be rolled forward to the new year and will not have to register again.
Who Needs to Register:
You must register your child for bus service by August 1 if they fall into any of these categories:
- New students to the district
- Students with a new address or new daycare for the 2025–26 school year
- All non-public (private/parochial) school students
What Happens If You Miss the Deadline:
- If not registered by August 1, your child WILL NOT be assigned to a bus.
- Late forms will be put on hold.
- Your child may not have bus service until the third week of school, or may be transported by van.

Students WILL NOT be listed for service unless the transportation department receives a registration form. Forms received after August 1 will be put on hold. Students may not have bus service until the third week of school or may be transported home by van. Please only register for service when you are sure your child will be riding a bus. Complete one form per child. Resident, nonresident, and fee-based transportation forms are available online here, at the District Office and Transportation Office, or by calling 651-403-8320.
Student Transportation Safety Policy
The School District 197 School Board Policy 709: Student Transportation Safety Policy covers transportation safety training, conduct and consequences for misbehavior, bus driver training, operating rules and procedures, vehicle maintenance standards, school transportation safety director, and student transportation safety committee. This policy is available on the district’s website, at each school office, or by contacting transportation at 651-403-8320. The following bus and bus stop rules should be followed by all riders and reinforced by parents/guardians.

For a safe and respectful bus ride, students must follow basic rules at the bus stop and on the bus. This includes being on time, respecting others and property, and avoiding prohibited items. Applications for Educational Benefits
Child Nutrition Accounts
- Checks can be sent with your student to school and given to either the Child Nutrition staff or the school office. Please make checks payable to “School District 197 Child Nutrition” and write your student’s name, grade, and school on the memo line.
- Cash payments are not recommended, but can be sent with your student to school in an envelope and given to either the Child Nutrition staff or the school office. Please write your student’s name, grade, and school on the envelope.
- Online payments are preferred, and can be made with credit/debit cards or ACH from your checking account. To access this service, go to isd197.org/district/departments/meals and click on the red box that says “Child Nutrition Account Payments.” MyPaymentsPlus allows parents to make online payments for their child’s account. Parents may view their child’s account balance, payments made through MyPaymentsPlus, and purchase history. Confirmation of payments and low-balance reminders are automatically emailed to parents. The AutoPay feature will automatically replenish their child’s account when it reaches a parent-specified low balance. Parents don’t need to make deposits via MyPaymentsPlus in order to set up an account and enjoy the benefits of receiving low-balance reminders and viewing student purchase history. MyPaymentsPlus accepts MasterCard, VISA, Discover, and American Express credit or debit cards; or you may pay by electronic debit from your checking or savings account by providing account and routing numbers. Credit card payments CANNOT be processed in person or over the phone by the Child Nutrition office. Parents MUST have student ID numbers to use the MyPaymentsPlus option. Parents may contact their child’s school office or the Child Nutrition Office at 651-403-7320 to find out their child’s student ID number. There is NO service fee for online deposits made through MyPaymentsPlus.
It is strongly recommended that all parents register an account in MyPaymentsPlus and set up the account to notify them when the balance drops below a specified amount. It is the parent’s responsibility to make sure their children have adequate funds in their account if they wish to purchase individual cartons of milk or ala carte items such as an additional entree, as these are not included in the Free Meals for Kids Program. If you have questions regarding your child’s meal account, you may contact the Child Nutrition representative at your child’s school or the Child Nutrition Office at 651-403-7320.

Activity Fee Waivers
Financial assistance is available for families who qualify. To determine eligibility for the 2025-26 school year, please fill out the online Application for Educational Benefits. All families that qualified for financial assistance last year must reapply for the 2025-26 school year. Families that qualify for assistance receive waived activity and athletics registration fees, in addition to other discounts.

Educational Benefits
All families are encouraged to apply for Free and Reduced-Price Lunch benefits to help maximize resources for our students and families! Submitting this application is essential, as it helps determine the funding our school receives and qualifies families for additional discounts and opportunities. The Free School Meals for Kids Program remains in effect for the 2024-25 school year, providing all students with one free breakfast and one free lunch each school day. Additional fruits and vegetables are also available at no charge. However, to qualify for other educational discounts, families must still complete a new Application for Educational Benefits each year.

Use of Photos and Student Work
Throughout the school year students attend programs, activities, field trips and events along with normal classroom routines that support their education, promote community service or encourage positive behavior. District officials may visit your child’s school to cover these special events, and School District 197 may wish to use your child’s photographs, voices, or student work for promotional and educational reasons. This includes school yearbooks, district/ school newsletters, social media, etc.

Parent Right to Know
If a parent requests it, the school district will provide information regarding the professional qualifications of his/her child’s classroom teachers, including, at a minimum, the following:
- whether the teacher has met state qualification
sand licensing criteria for the grade levels and subject areas in which the teacher provides instruction; - whether the teacher is teaching under emergency or other provisional licensing status through which state qualification or licensing criteria have been waived;
- whether the teacher is teaching in the field of discipline of the certification of the teacher;
- whether the student is provided services by paraprofessionals and, if so, their qualifications.
In addition, the school district will provide parents with information as to the level of achievement of their child in each of the state academic assessments. The school district will provide notice to parents if their child has been assigned to, or taught for four or more consecutive weeks by, a teacher who does not meet applicable State certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.

This requirement also applies to the collection, disclosure, or use of student information for marketing purposes (“marketing surveys”) and certain physical exams and screenings.
Please Note: The surveys listed below do not collect protected information or information for marketing purposes. Should any surveys and activities be scheduled during this school year that collect protected or marketing information, School District 197 will provide parents, within a reasonable period of time prior to the administration of the surveys and activities, notification of the surveys and activities, and be provided with an opportunity to opt their child out, as well as an opportunity to review the surveys. (Please note that this notice and opt-out transfers from parents to any student who is 18 years old or an emancipated minor under state law.)

Visitor Background Check Policy
School District 197 values our volunteers and their contributions to our schools. To ensure the safety of our students, we require background checks for certain volunteer roles. A background check is required for all volunteers supervising student activities, whether on- or off-site, without direct staff observation. This includes, but is not limited to, hallway tutors, daytime field trip chaperones, co-curricular coaches, and overnight trip chaperones. If you fall into one of these categories, the school's administrative assistant and/or principal will guide you through completing the background check. The school district covers the cost of the background check. A background check must be completed each school year. Pesticide Notification
Minnesota law requires districts inform parents and guardians if they apply certain pesticides on school property. Specifically, this law requires schools that apply these pesticides to maintain an estimated schedule of pesticide applications and to make the schedule available to parents and guardians for review or copying at each school office. State law also requires that parents and guardians be told that the long-term health effects on children from the application of such pesticides or the class of chemicals to which they belong may not be fully understood.
